As part of the National Ranking of Universities (NRU) campaign, the Interfax Group, Russia’s largest non-governmental information organization, has released its third annual ranking of Russian universities with state and municipal management programs. Additionally, the Russian Presidential Academy of National Economy and Public Administration (RANEPA) once again has topped the list of 50 Russian universities.
Similarly, the National Research University -Higher School of Economics (HSE) is ranked second, followed by (Moscow State University of International Relations (MGIMO). The Plekhanov Russian University of Economics, and Lomonosov Moscow State University in the top five universities for training future leaders. In the field of state and local administration, the NRU’s top 20 universities also include:
- The Financial University of the Russian Government
- Southwestern State University
- RUDN University
- St. Petersburg State University
- Baikal State University
- The State University of Management
- Peter the Great St. Petersburg Polytechnic University
- North Caucasus Federal University
- Moscow City University
- Russian State University for the Humanities
- Belgorod State University
- Kuban State University
- Southern Federal University
- Volgograd State University
- Siberian Federal University
However, For the first time, Northern (Arctic) Federal University, Transbaikal State University, North-Eastern Federal University, and Perm National Research Polytechnic University reached the top 50 rankings.
In addition, five criteria were used to evaluate universities: the number of postsecondary educational programs in state and municipal management; the number of university authors’ publications in journals indexed by international academic journals on the subject of public administration in the period 2018-2020; the total number of students who graduated with distinction in 2020 and the number of university authors’ publications in journals mentioned by the Higher Attestation Commission.
