Monitoring of universities to maintain their permanent accreditation will be carried out every three years – Rosobrnadzor

Moscow. 13th of January- Monitoring of universities, which will allow for constant and systematic monitoring of the quality of education after the transition to the system of issuing perpetual accreditation, will be carried out every three years, said Anzor Muzaev, head of the Federal Service for Supervision in Education and Science.

“We are focusing on a risk-based approach – regular monitoring in the field of higher education, which (…) we will conduct once every three years. According to the results of monitoring, universities need to overcome 70 points, we have previously set such a bar,” Muzaev said, speaking at the XIII Gaidar Forum.

He recalled that from March 1, 2022, for universities that have already received accreditation, it becomes unlimited, and for those universities that plan to apply and receive accreditation for the first time, the new order prescribes the relevant rules for obtaining accreditation in a new format.

The first monitoring will take place in March 2023. Over the next year, according to Muzaev, the working group that prepared the document will conduct “a big test with industry universities, with universities in the non-state sector, with a large sample, and we will check whether the scores and indicators that we have jointly determined will allow the system to work efficiently. without being overly stressed.”

Among the indicators that will be taken into account during the monitoring: the average scores of applicants entering on a budgetary basis with the help of the Unified State Examination, the availability of an electronic educational environment, the proportion of students who successfully completed their studies in a higher education program, the proportion of graduates who fulfilled their obligations under targeted training agreements, the proportion of scientific -teaching staff, the share of practicing teachers, the presence of an internal quality assessment system and the share of graduates who were employed within a year after graduation.

“Those universities that do not score the number of points determined by the order, they are not immediately deprived (of accreditation), are not punished, our students do not suffer, (…) the university falls under the scope of control and supervision activities, here the period of these events is not a day or two, the procedure is extended for a year. And unlike in the past, we will not check the number of papers, certificates and the presence of something, (…) we evaluate the knowledge of students,” Muzaev emphasized.

At the end of November 2021, the Ministry of Science and Higher Education of the Russian Federation approved the criteria for the accreditation of universities, which will change from March 2022, the accreditation itself will become indefinite.

The Ministry of Education and Science clarified that accreditation becomes indefinite, but special monitoring is being introduced, which allows for constant and systematic monitoring of the quality of education. At the same time, until 2024, the ministry will develop guidelines for the calculation and application of new accreditation indicators.

The current rules oblige universities to be accredited once every five years.
